St. John Providence Health System Builds Plan for ICD-10 Readiness

THE CHALLENGE

All U.S. healthcare organizations are faced with the 2013 conversion from ICD-9 to ICD-10 for medical diagnosis and inpatient procedure coding. Yet for many, the initiative is just one amongst a number of competing priorities with a deadline several years out. With the significance this migration has on its business – from medical coding to reporting and reimbursement – and to IT – from system reviews to software updates and interface changes, St. John Providence Health System wanted to develop a clear understanding of the impact to the organization and define a proactive plan to prepare for the changes.

THE SOLUTION

Because of Aspen Advisors’ experience in systems planning in health system environments, Aspen was engaged to help St. John address ICD-10 compliance. Aspen worked with St. John’s IT leadership team to develop the high-level plan and supporting documentation for the migration from ICD-9 to ICD-10. Specific outcomes included:

  • Reviewing St. John’s existing application inventory to identify refinements to capture and collect salient ICD-9 to ICD-10 information to improve planning and tracking;
  • Developing a Vendor Information Request form, process, and information tracking tool to guide the distribution, collection, and maintenance of vendor information about their timing, approach, testing strategy, etc. for ICD-9 to ICD-10 migration as well as HIPAA 5010;
  • Creating a high-level implementation plan to migrate from ICD-9 to ICD-10 including documented next steps required to drill the plan to additional details;
  • Defining the governance structure to implement the ICD-10 remediation plan, communicate specific ICD-10 tactical projects, and sustain ongoing ICD-10 education and communication across stakeholders; and
  • Briefing the executive team on the recommended approach, governance, and work plan for the ICD-10 migration.

THE RESULTS

As a result of the engagement, St. John has established an ICD-10 steering committee and is in the assessment phase. This phase includes conducting vendor and business associate readiness assessments, auditing staff training needs, identifying gaps in health record documentation, identifying operational and policy changes, identifying risks and opportunities on current or planned projects in their corporate portfolio, and developing budgets and plans for remediation and development.
